The quote is saying that fiction does not help in dark times. When David Foster Wallace says, "You burn with hunger for food that does not exist", he is basically saying that fiction give people a false perception of hope or happiness. Fiction may act as a temporary escape, but in all, it doesn't help.
I'm not sure I understand. Doesn't help what? The human condition? What about fiction novels that have changed the world like 1984 by Orwell? Or The Jungle Upton Sinclair? Don't just accept quotes like that! Challenge them. Why is what this guy said so special? He was just a person. You might know something he doesn't.
